Tim Purcell - Managing Director

Dr. Purcell is an agricultural economist with comprehensive experience in Participatory Rural Appraisal (PRA) methodology, training needs assessments, statistical and econometric analysis, survey design and interpretation, and applied policy research and modeling. Dr. Purcell has worked for fifteen years in rural development policy research - focused on agro-industry analysis, commercialization of smallholder agricultural and farming systems, structure and reform of agricultural input / output markets and institutions. His substantial portfolio of projects and fieldwork has taken him across Asia, Europe and Africa.

Rachael Lowe - Staff Consultant

Ms Rachael Lowe began her professional career in 1993 in project management roles in her native New Zealand. She worked in several large companies undertaking feasibility studies, stakeholder management and capacity building. She specializes in project cycle change management and institutional capacity building. Having relocated to Cambodia in 2007, Rachael has been involved in management advisory roles for various donor and NGO clients including the German Foundation for World Population (DSW), where she was involved in the capacity building of 13 Cambodian NGOs to develop rural development programs and also to the Partners for Livelihoods and Development Consortium, a group of 5 Cambodian NGOs, where she was involved in project design and institutional strengthening. Recently she has been Project Manager and Design Specialist for ADI consulting projects including the Water Resources Management Sector Development Project and the Strategy for Agriculture and Water.

Stuart Higgins - Staff Consultant

Mr Higgins is an agricultural scientist and commercial cropping specialist with extensive experience in both large and small-holder cotton, rice and grain farming, focusing on irrigation development and infrastructure analysis. In addition to 14 years experience in the cotton industry in Australia, he has worked in Cambodia, Laos, Mozambique, Uzbekistan, Vietnam and Zambia as a value chain and water management specialist in the cotton, horticulture, tobacco, and rice sectors.

Sok Muniroth - Staff Consultant

Mr Sok Muniroth (M Mgnt, B Econ) is an experienced development consultant currently employed by ADI (Agricultural Development International) to provide project management and consulting services to a range of clients in Cambodia.  He has worked in the agriculture and rural development sector for a number of donors including AusAID, the IFC and the EU, where he carried out monitoring and evaluation activities as part of the business consulting services he provided to Small and Medium Enterprises (SME’s) and Cambodian Business Associations.  As a consultant Mr Muniroth has provided training on food quality standards, good hygiene practice and Hazard Analysis and Critical Control Points (HACCP) to rice millers and fish traders and has subsequently monitored the uptake of this food standards training.  In all of his consulting roles he has been responsible for the provision of reports, including monitoring reports, in English.

His experience in rural development research has focused on agro-industry analysis, commercialization of smallholder agricultural and farming systems, structure and reform of agricultural input and output markets and institutions. He has a proven record in agro-industry analysis, economic and agricultural modeling, policy analysis, value chain analysis, PRA/PM&E techniques, training needs assessments, survey design and interpretation.

Mr. Muniroth’s expertise in agribusiness and agroindustry has led to the design of investment projects to improve value chain and supply chain infrastructure, postharvest technology and agroindustry equipment in a number of commodities including rice, horticulture, and aquaculture.

Prior to his consulting work, Mr Muniroth was employed by the Ministry of Industry, Mines and Energy (MIME) for 15 years. Two key roles during this period include Deputy Bureau Chief within the Department of Planning and Chief of Industrial Affairs within the Department of Industrial Affairs. Within the Department of Planning he was responsible for coordinating a range of development assistance projects with international donors working with MIME.  As Chief of Industrial Affairs he had overall responsibility for licensing and policy relating to SMEs in Cambodia.

Prom Tola - Associate Consultant

Mr Prom Tola began his professional career in 1994 as Senior Trainer for the provincial government staff in the School of Agriculture at Prek Leap.  From that date forward he increased his skills and education and capacity building through work with a wide range of assistance programmes, among them: ADDA, CRS, Helen Keller Foundation, Lutheran World Federation, Cambodian Development Resource Institute (CDRI), CEDAC, JICA, and the World Bank. Mr. Prom has designed, managed and evaluated many agricultural production programmes. His experience is country-wide and will be useful if looking for alternative strategies in non-rice producing environments. Several of these studies have involved farmer organizations based on single or multiple-crops. He has extensive experience looking at food security issues, including a project working with the Asian Disaster Preparedness Center (ADPC) where as the Community Development Specialist he designed and developed their project monitoring and evaluation system.

Sam Sokhom - Associate Consultant

Dr. Sam Sokhom has had nearly 30 years experience in legal issues, socio-economic development, institutional organization and capacity building in both Cambodia and France. Dr. Sam Sokhom has a proven record in institutional reform and capacity building.

Dr. Sam Sokhom is intimately familiar with the institutional and organizational structure of the Royal Government of Cambodia and since 2004 has been the deputy team leader on Asian Development Bank (ADB) and Agency France Developpment (AFD) projects supporting the Agriculture and Water Sectors of Cambodia. Of direct relevance to the TOR of the Access to Justice Project, he worked with MAFF in developing the legal and policy framework for resettlement of affected households on State-Owned Rubber Estates. Dr. Sokhom is a member of the Cambodian Bar Association and one of the Independent Directors on the Cambodian Stock Exchange. He was a lecturer in the Faculty of Law and Science Economics at Royal University of Phnom Penh and is familiar with formal and alternative dispute mechanisms, in particular as they relate to the land law.

 

Sam Ratha - Public Relations / Brand Manager

 

Thon Vibol - Pubic Relations / Brand Assistant

Mr. Vibol has been working with ADI over 1 year. He has a Bachelor of Business Administration. He is experienced in marketing and market promotion and previously worked with a large import & export company and a food & beverage company for more than 4 years. As the public relations and marketing staff for ADI,   Mr. Vibol is responsible for product promotion and communicating with government agencies and private companies for ADI. He is also experienced in coordination with government agencies, development partners and NGOs on marketing promotion and market research and coordination of field work for staff consultants. He has been involved in value chain analysis and fieldwork for ADI and is experienced in survey implementation.

 

Haot Sokunthy - Finance and Administration Manager

Ms. Sokunthy (BBA in Financial & Accounting) is an experienced Finance and Accounting Manager currently employed by ADI to manage the financial and administration services for ADI. Previously she has worked in the Garment and Industrial Sector in Cambodia for more than 9 years, specializing in financial and accounting management of large firms. As the finance and administration manager for ADI, Ms. Sokunthy is responsible for managing and updating accounting system, , provide training on accounting systems to junior staff, and is responsible for general office management. She is experienced in liasing and coordination with Government agencies, Donors, NGOs and development partners on financial and administration matters and coordination of field work logistics for staff consultants.

Sok Sophea - Finance and Administration Assistant

Ms. Sophea has been working with ADI over 1 year. She has a Bachelor of Business Administration and is currently studying for her Master’s degree in Financial Management. She is experienced in accounting and is currently manages the accounting and administration services for ADI. Previously she has worked in Customs Clearance for import and export products for more than 4 years, As the accountant and administration assistant for ADI, Ms. Sophea is responsible for overseeing and reviewing the company daily expenses and entries into the accounting system, and handles administrative issues as an assistant to the General Office Manager. She is experienced in coordination with Government agencies, Donors, NGOs and development partners on accounting and administration matters and coordination of field work logistics for staff consultants.

Yim Borin - Admin Assistant

Mr. Yim Borin has been working with ADI for 5 years. He has a Bachelor of Business Administration and is currently studying for his Master’s degree in Business Management. Mr. Borin is responsible for office administration and documentation management, tax and custom clearance, and company administration management. He is experienced in coordination of both formal workshops and has extensive fieldwork and survey experience with ADI staff consultants.
